Have a consent system that requires people to request consent? Have rooms that are tagged as having to require consent before entering (i.e. strip clubs which are a staple in post-cyberpunk setting). This is for beta or so, no need for alpha.
Harshlands has a system I like. There are 4 consent levels that players can set for their characters and others can see this by typing consent (character name/keyword). They are as follows:
Level 0: This person does not consent to erp or OOC contact
Level 1: This person does not consent to erp but is fine with OOC contact
Level 2: This person consents to erp but not to OOC contact
Level 3: This person consents to both erp and OOC contact.
