Hey there! The icepack thing is something that needs to be held or tied to the area, and while it serves to decrease the inflammation there, it is more of a home remedy, and seems a tad low tech for the setting.
I wanted to suggest the icepack be RPed as given to the patient to use from time to time, and treatment instead involve using an anti-inflammatory/analgesic spray.
Alternatively, make the spray a treatment for medics, and the icepack a treatment everyone has, that they can use in a pinch.
Another thing to consider is Ice packs need both refrigeration and power for said refrigeration. Sprays don’t, and are easier to carry around.
